Many airlines offer adoption fares. Here are two you may want to consider:

Frequent Flyer Miles
If you know people who do a lot of traveling, they are likely to have substantial accounts of frequent flyer miles. People who are not willing or able to give cash may be able to donate miles. These can significantly reduce your travel expenses if you are careful in selecting the appropriate airlines to match the donated miles.
GlobalFreeloaders.com is an online community, bringing people together to offer you free accommodations all over the world. Save money and make new friends whilst seeing the world from a local's perspective! I'll be the first to admit I would be a little nervous to use this while getting my child, but there are several ways it might be helpful, for instance if you have a layover or delays in another country and can't find a room. Also, I have heard of some people who have wanted to stay in the country their child was born between the two trips. Some of you adventurous ones might want to try this during the time between your two official stays. It would definitely be a great way to learn firsthand about your child's birth country!
Homestays
Staying in a 'home-stay' vs. hotel can substantially reduce your travel costs. Before making a quick judgment that this alternative is not for you do your homework and talk with other parents about their 'home-stay' experience. In most cases, it's a very comfortable and rewarding experience.
